[Pki-devel] [PATCH] Fixed problems with optional pki-symkey.

I'm wondering if we can be a little more precise here.  We know after
all that pki-symkey is required for a tks instance only.

So, for the init scripts, perhaps we need to require the link
if /var/lib/pki/{foo}/tks exists (for dogtag 10) - and a similar check
for dogtag 9.

And for the pkispawn code, maybe we only need to include the link if we
know we are installing a TKS?
