[Pki-devel] [PATCH] 72-3 CI test Framework - Adding tests upstream (tickets 657, 722, 723, 724) for Dogtag 10.1

Please review the patch (revised for F20) which adds the QE tests and
the sample development java tests to upstream. All the steps required
for setting up a CI test framework have been mentioned in
pki/README_FOR_TESTS.

This patch does not provide the infrastructure for an automated CI
testing framework(Reason - https://fedorahosted.org/pki/ticket/785 ).
Although we can build rpms, create a repository (both locally and on a
remote host), create beaker test rpm and the job xml and submit them to
a beaker server.

The java tests can be run locally as well, the instructions are provided
in the README_FOR_TESTS document.
