[Pki-devel] [PATCH] 80 Breaking the compose_pki_test_package script to compose_pki_test_package and create-beaker-job-xml scripts

Please review the patch which moves the beaker job xml creation part in
the compose_pki_test_package to the create-beaker-job-xml script.
Updates the tests/README about the same.

This organizes the two mutually exclusive actions into different
scripts.
