Attached please see an updated patch, pki-cfu-0074

Taking edewata's suggestion and changed it so that symkey symlink is no 
longer in
/var/lib/pki/<pki instance>/common/lib/symkey.jar
but instead in
/usr/share/pki/<subsystem>/webapps/tps/WEB-INF/lib

It's been tested to work.
