Currently for each version we need upgrade folders in both of these 
locations:
* base/common/upgrade/<version>
* base/server/upgrade/<version>
See https://fedorahosted.org/pki/ticket/1129. To store an empty folder 
in git we need to add a .gitignore file. The file can be copied from an 
existing one in another folder.
