[Platformone] Request for DCCSCR Upgrade Outage

Hi Nic,

Request a momentary outage (<5 minutes) in order to let the DCCSCR GitLab
instance restart after monthly GitLab upgrade and OS patches at 7pm EST
tonight, or tomorrow night if this isn't early enough notice.
