I would swear that port 22 was for ssh & 23 was for telnet

Another thing I would check is to make sure that if /etc/hosts.deny is
set to ALL:ALL or something similar...that /etc/hosts.allow would have
something like 

telnet: LOCAL, 192.168.1.
