Red Hat does not yet provide MySQL 4 in their distributions. If you use their RPM for MySQL 3.23.whatever, you'd have the needed libraries.

Since you have MySQL 4, you didn't get it from Red Hat. The libraries may be on your system, you'll just have to find them. Where is the mysql client binary installed? The libraries you want might be nearby.
