[publican-list] HTML breaks sections into pages instead of chapters

I'm working on the Security Guide[1] and have got some of the pages
changed into XML and have it compiled into HTML and on my
fedorapeople.org page[2] to make sure everything comes together
properly.  I've noticed that the pages are broken into sections instead
of chapters.

Is there a way to make it break the pages down into chapters instead of
sections?
