[publican-list] Removal of debian/*

Hello,

I'd like to ask to remove debian/* stuff from SVN, to keep all Debian
packaging in single place (other deb-based distributions ought to pick
up packaging from Debian).

If this is undesirable due to some reason, then please remove at least
debian/files, which is autogenerated and forces me to remove it
explicitly in order to make a source package.
