I can't imagine an argument that would move us to break DocBook 
compatibility in the way you suggested. Not saying it wouldn't happen, 
but it would have to be a brilliant argument.

If you want functionality that requires DTD changes then you should be 
presenting your ideas upstream and trying to get it in to DocBook.

If anyone has any other ideas on how to do this kind of thing without 
breaking DocBook compatibility, now is the time to speak up!
