[publican-list] updated ubuntu build wiki page and how does one build the UG?

now that you have publican installed, you can build the user guide using publican

cd /path/to/svn/checkout/publican
cd Users_Guide
publican build --formats="html,html-single,pdf,epub" --langs=en-US --publish --embedtoc

the build user guide will be in a folder called "publish"
