Wouldn't the best way to replace FOP be to try to use/co-opt/extend
one of the docbook2odf stylesheets, and then use OpenOffice's PDF
export?

uconv (universal OpenOffice format--including PDF--batch converter):

This would also enable the use of OOo Writer for drafts and review
edits, among other use cases.
Otherwise, I haven't found anything that could replace FOP atm.
