If you are using FOP to produce PDFs then you have to make a brand,
override pdf.xsl, then change the format in the XSL.

If you are using wkhtmltopdf you can pass it command line options via
the publican config file [1].

$ publican help_config | grep -A2 wkht
	wkhtmltopdf_opts:
		Extra options to pass to wkhtmltopdf. e.g. wkhtmltopdf_opts: "-O
landscape -s A3"

1: as per SOPs you can set this at the brand level as well via
defaults.cfg or overrides.cfg.
