[publican-list] publican on EL7

Hi All,

I'm looking at building Publican 4.1 on CentOS7; It seems that all but three packages are available using the CentOS repo and the current EPEL7 repo.

I believe the missing packages are:
perl-Locale-Maketext-Lexicon
perl-Locale-Msgfmt
perl-Lingua-EN-Fathom

Does anyone have a work-around for these missing packages?
