[Pulp-dev] 2.10.0 is blocked

The new build was built and tested but the issue continues.

Jeremy is following that closely and provided [1] more information about
what he found.

Brian is taking a look and Dennis will take it over if Brian can't get it
fixed before his PTO (Thursday and Friday).
