[Pulp-dev] New dev branches open for 2.13 and related plugins

Due to the imminent release of 2.13.0, the following new -dev branches have been created:

pulp: 2.13-dev
pulp_puppet: 2.13-dev
pulp_rpm: 2.13-dev
pulp_docker: 2.4-dev
crane: 2.1-dev


- When merging new stories for these projects, continue to be merge to master.
- When merging new bug fixes for these projects, merge them into either the new
  dev branch opened above, or to an older dev branch and merge them forward.
- When merging forward for these projects, remember to include these new branches
  before merging forward to master.

pulp_ostree has no new features recorded for the 2.13.0 Beta, and has not been changed.
