[Pulp-dev] pull request test results are now publicly available

The Jenkins pull request test jobs are now configured to publish test
results to a publicly accessible web server. Each pull request that has
been tested by Jenkins will include a link to the unit tests results. The
link points to a directory on pulpadmin.fedorapeople.org that contains logs
from all the platforms on which the tests were run.
