[Pulp-dev] [Pulp 3 REST API] Breaking URL structure changes

I am merging changes [0] that will flatten our URL structure. These changes
have been previously discussed in this thread [1] and this issue [2].

For example, a call to `v3/repositories/<repo>/importers/file/<importer>/`
will now be made to `v3/importers/file/<importer>/`
