The PR test jobs suffered a little bit as a result of this change, but rather
than revert it we fixed up the jobs to deal with the new puppet-less reality.

As far as I can tell, all of the PR tester jobs are working again, but I'll
be keeping an eye out just in case something else was missed. Thanks to
elyezer and dkliban for helping to get this all figured out.
