[Pulp-dev] Building for Fedora 26

I filed a BZ about building for F26 here [0] since it's now GA.

In terms of when to do it, I'm OK if we don't rebuild for 2.13.3 since it's
already at Beta 2, but doing it for 2.14 would be good. We'll see the issue
it at triage tomorrow.
