[Pulp-dev] Fixtures: Added small OSTree repository.

Thanks for making this. Was this added to the fixtures github repo [1]
which generates the fixture data published at [0]?

If it wasn't done programmatically then it will get blown away at some
point which means no pulp smash tests can use it.
