[Pulp-dev] PUPs Process Approved

The Pulp Update Process (an RFC process) has been approved and merged. A
dedicated repo[0] will house the PUPs. The process for submitting future
pups is outlined as pup1 [1].

This is designed to be a living document, and the in-place process can also
be used to modify/refine the process over time.

Thank you to everyone who gave ideas, contributions, and feedback during
this process. I will highlight this at tomorrow's sprint demo as part of
the community update.
