[Pulp-dev] Pulp 3 Developer Notes Wiki

It seemed like it would be very useful to have a single place to
capture the transient papercuts we currently have to deal with
to get the dev environment working for Pulp 3. A wiki page was
suggested as a reasonable place for these notes:

I've been talking about this in IRC for a day or two and gotten
some encouragement to set this up, so check it out. If you see
anything wrong on the wiki page, fix it! :)
