[Pulp-dev] Pulp 3: celerybeat code removed

I just merged PRs to remove celerybeat from our code [0]. When you pull
these changes, you will either need to create your Pulp 3 dev environment
or I think you can run these commands to update your box:

pstop
rm /etc/systemd/system/pulp_celerybeat.service
pstart
