[Pulp-dev] Proposal to replace pulp 2.15's nightly jobs

Something like that.  I'm flexible over what parts of the {dist}, {name} and {version} land at, as
long as it looks sane.

I'd also add in the actual build job to the tab to keep track it in the same place.
