[Pulp-dev] Officially stopping merge forwards

With the release of 2.14.3, we can consider the *-dev branches dead going forward, and can stop
merging forward our changes.

While everything surrounding cherrypicking hasn't been finalized yet, 2.15.0 will be branched
directly from 'master', and 2.15.1 will be the first release where we have to cherrypick back.  This
gives us a little time in hammering out the fine details of the cherrypick workflow after 2.15.0
gets branched.

So, unless otherwise specificed, please only commit to master going forward.
