[Pulp-dev] maven planning

I recently did some research to figure out what it would take to add a
plugin that supports Maven (https://maven.apache.org/what-is-maven.html)
repositories. I found an old redmine issue on the same topic and updated it
with what I learned.

If you have any information to add, please feel free. Or if you can think
of any other open questions that would be valuable to track, please add
