[Pulp-dev] Deleting Celerybeat from Pulp3

In Pulp3 the amount of responsibility celerybeat has to have is very, very
small. So small in fact that we can easily get rid of it!

Here is my plan [0] for removing celerybeat with all the details. Here is
another issue on documenting links to job scheduling softwares [1].

Please comment on the tasks with questions, ideas, etc. If a core dev wants
to click groom, please do.
