[Pulp-dev] Website Infrastructure Transition

Pulp is getting some help from the Open Source Infrastructure Initiative
(OSCI) [0] to improve the state of the Pulp infrastructure, e.g. website
hosting [1][2], and some of our other areas of need [3].

Our first area of focus is to move pulpproject.org to a new OSCI hosted
environment [4]. There will be more notifications before the transition
occurs, and it is expected to occur with no downtime.

We want to have Ansible deploy the infrastructure itself so that we can
recover or migrate to other environments easily. We don't do that
currently. I've created the pulp-infra-ansible repo [5] in my personal
account, and over the next week or so I'll move it to the pulp org.

I plan to have myself and three OSCI people (@duck, @misc, @quaid) be
committers on the repo for now while we plan the transition. As people
become involved with this repo and the infra they can become committers too.

Ideas and suggestions are welcome!
