[Pulp-dev] 2.17.0 Dev Freeze - Tuesday, July 31

https://pulp.plan.io/issues/3876 was listed as included in 2.17.0 and is
the only issue not in MODIFIED.
Do we need to wait on starting 2.17.0 or should we not wait?
