[Pulp-dev] Requiring two factor authentication in Github

Recently, we merged a PUP[0] that makes having two factor authentication
(2FA) mandatory for members of our Pulp organization on Github. The
deadline to enable 2FA on your Github account will be September 15, 2018.
Anyone who does not have 2FA enabled will be removed from the Github
organization.
