[Pulp-dev] Pulp3 Settings File (the duplicated second one)

We still have a settings.py file committed to version control and I think
we should delete it since we've moved to dynaconf. This came up recently in
a PR discussion w/ @mdellweg [0]. I wrote a ticket here [1] for the work
here outlining its reasoning.

I labelled it as a release blocker since it's a simple, but important
change. Please comment on the ticket if you can.
