[Pulp-dev] Commit bit on plugin repos

Earlier this week the core team discussed wanting to go forward with the
github plugin teams that had been created several months ago. I just put
that in place, so now all admin rights of a repo are only available to
those devs in the plugin groups. This includes the commit bit assignment.
The "Core Team" which includes everyone now does not have admin rights or
the commit bit for plugin repos.

There have been no changes to any repos besides these plugin repos:
pulp_rpm, pulp_puppet, pulp_python, pulp_docker, pulp_ostree, and
pulp_file. Here is the current organization:

pulp_rpm: bmbouter, dalley, daviddavis, ipanova, ttereshc
pulp_puppet: bmbouter, bizhang, dkliban
pulp_python: asmacdo, bizhang, dalley
pulp_docker: asmacdo, dkliban, ipanova
pulp_ostree: jortel, ttereshc
pulp_file: daviddavis, jortel
