[Pulp-dev] Adding to the Plugin Writers Guide

In preparation for the upcoming plugin writer workshops, I've been looking
at our existing plugin writer's guide [0]. It's got a lot of necessary,
nuts and bolts info in there which is great.

I want to add a conceptual introduction to writing a plugin to help a
plugin writer understand what kinds of decisions they need to make early on
in plugin design. I've written up some of these changes in this ticket
(with help from @dkliban): https://pulp.plan.io/issues/3284

I need to work on this in prep for a presentation next week, so I'm asking
that it be brought onto the sprint via email. If someone can groom+add that
would be great. If others want something to be done (or not), just leave
some feedback on the ticket or the resulting PR.
