[Pulp-dev] Pulp3 defaults to sqlite3

With the changes associated with this ticket [0] Pulp3 defaults to sqlite
and recommends Postgresql in production. The future Ansible installer can
choose a different default, that is a separate choice.

I think we need all automated testing to be done against both sqlite3 and
postgresql. Travis is already setup [0] to do both for the PR unit tests,
but I'm not sure about:

* the pulp-smash PR test runners (recently created)
* the QE maintained test runners
