[Pulp-dev] 2.18.0 Dev Freeze - postponed, Thursday, November 8 at 20:00 UTC

Due to the applicability feature being critcal but not being complete yet,
dev freeze is postponed for 2 days.

Thanks to the Build Team who agreed not to postpone 2.18.0 Beta release and
try to release it in time even with a shortened dev freeze period.
