[Pulp-dev] Chunked uploads of artifacts in Pulp 3

I've reported this issue to support chunked uploads in Pulp 3:
https://pulp.plan.io/issues/4196. This is currently not implemented in Pulp
3 but exists in Pulp 2. It'd be great to at least get a design of the API
workflow so we can plan the work in Katello as well.
