[Pulp-dev] Chunked uploads of artifacts in Pulp 3

The nginx config limits the file size to 1MB, and other web server configs
will have other limits, but Pulp 3 should still support chunked uploads for
files above that size (whatever it may be). This is also how Pulp 2 handles
files larger than the limit imposed by the web server.
