[Pulp-dev] pulpcore-3.0.0b11 and pulpcore-plugin-0.1.0b9

The following packages are now available on PyPI:
   - pulpcore 3.0.0b11 [0] with its release notes here [1]
   - pulpcore-plugin 0.1.0b9 [2] with its release notes here [2]

This release contains a bugfix that unblocks blocked plugin work. The beta
documentation is available here[4].
