[Pulp-dev] Content Protection user stories

@bmbouter, @jortel, and I have created some initial user stories for
Content Protection (with the help of @jsherrill from the Katello team).
I’ve added these stories to Redmine as an epic with subtasks that includes
some background and basic design. Feedback is welcome.

We plan on proceeding with development on this work as early as next week
