[Pulp-dev] Ping QE

If you open a PR that makes changes to any functional tests
(<package>/tests/functional/*), please add a comment with “Ping @pulp/qe”
to your PR. See here[0] as an example.

We added a new team for QE in our Github org to facilitate this. Also,
we’re hoping this is a temporary measure that we can eventually automate
with something like Github’s code owners feature.
