[Pulp-dev] pulp-cli

Back in the day we started work on a CLI for Pulp 3. The project and
repository have rotted while being confusing to users. So I deleted the
pulp-cli repository on github but I created a fork on my personal
account[0]. Also, I archived the project in github which effectively makes
it hidden and readonly.
