[Pulp-dev] pulplift is failing to provision pulp2-nightly-pulp3-source-centos7

At the end of the entire ansible run for `vagrant up`, when it's finished
the devel role and is trying to perform the handlers, this happens.
/var/lib/pulp/static/ exists, but the admin subdir does not.
