[Pulp-dev] 3.0 GA milestone in Redmine

I found that in Redmine we have a 3.0 milestone that we can associate
issues with. We're not yet at the RC, but I believe associating issues with
this milestone is how we can mark them as GA blockers. For example I
associated this issue just now:  https://pulp.plan.io/issues/2417

In terms of tracking issues that should block the GA, does organizing
around ^ milestone sound right?
