[Pulp-dev] Skipping plugin issues during triage

We've discussed this on IRC a bit but I wanted to bring it to a wider
audience since there has been some hesitation in the past around this
proposal. During triage we go through all issues (including plugin issues)
in pulp.plan.io but usually the people attending triage aren't the best
equipped to triage plugin issues. This is primarily because it's rare to
have an entire team for a particular plugin show up to triage.

Moreover, triaging plugin issues occupies everyone's time including those
who are not involved with particular plugins--it can really be a drag
during triaging. And lastly, as we begin to create more plugins, going
through plugin issues during triage simply won't scale.

For this reason, I'd like to propose we skip plugin issues (except
pulp_file ones) during triage. In my experience, plugin teams usually
triage their own issues during regular public team meetings which everyone
is welcome to attend. I think this is ideal.

I'd like to leave this open for discussion until at least March 8, 2019.
