[Pulp-dev] Code owners

I’ve enabled QE as code owners for pulp and the pulp_file plugin for the
functional tests directories. It’s configured to simply request a review
anytime someone opens a PR that touches a file in the functional tests
directory. A review from QE is NOT technically required to merge the PR but
it is strongly suggested.

I’d encourage other plugins with functional tests to enable code owners.

Lastly, we could consider making people code owners of parts of code in
which they have expertise.
