[Pulp-dev] Proposal to move Pulp 2 dev environment to CentOS

Absolutely!  This applies to Pulp 2 only.

Our Pulp 3 development environment already gives you the option to pick
between different Fedora versions, CentOS, CentOS + FIPS, Debian, etc.
