[Pulp-dev] Install Pulp3 rpm plugin (createrepo_c install failure)

FYI: We updated pulp-rpm-prerequisites also recently
<https://github.com/pulp/pulp-rpm-prerequisites/pull/6>. You'd run into
this next I think.

In your dnf command:
libmodulemd -> libmodulemd-devel
