[Pulp-dev] Skipping plugin issues during triage

So it sounds like everyone is +1 to this proposal. Looking at the code, it
looks like pulpbot looks at our untriaged issue query[0] which has a filter
for projects that already excludes some plugins like debian. Any objections
to updating this query to remove all plugins?
